Henning Inc. Commends Alaska Legislature for Addressing Homeless Rights

  

Henning Inc. Applauds Senator Elvi Gray-Jackson for introducing Senate Bill 119 


Anchorage: Henning Inc. is thrilled to support Senate Bill 119, which is a crucial step toward strengthening protections for Alaskans experiencing homelessness. The bill seeks to amend AS 18.95 and will strengthen basic human rights for Alaskans experiencing homelessness by making it illegal to discriminate against a person for access to resources, health care, employment, and other essential services.  


The push for SB 119 comes at a critical time. In 2024, the Supreme Court ruled in Grants Pass v. Johnson, enabling cities to impose both civil and criminal penalties for camping on public grounds even without adequate shelter options. While SB 119 does not directly combat the impacts of the Supreme Court’s decision, it is a step forward in affirming the dignity and rights of Alaskans who are experiencing homelessness.  


“With over a decade in serving individuals experiencing homelessness, I have seen firsthand systematic failures that leave too many people without many, or any, options,” said Henning Inc. Executive Director Shawn Hays. “The ruling in Grants Pass v. Johnson only increases these failures. Senate Bill 119 cannot be signed into law fast enough.” 


“I have seen those I serve face continuous barriers to housing, employment, and access to resources simply based on their housing and economic status, mental health, and substance misuse disorders,” stated Henning Inc. Deputy Executive Director Crystal Abbott. “Senate Bill 119 is a step toward dismantling those barriers and ensuring equal access to basic human rights.”
